This will happen due to a hole in the lens of the camera that forms inside and after it's been adjusted
I guess I would do that by just doing either one of shutter speed and just take the picture but make sure it's good when I take a photo of the night when I'm there.

When I went to Sim Cam to look at which one fits best for the photo on screen I saw that f 22 1/8 sec the background looks normal and I can see the picture very well without any bright light on it to make me not see one is in that photo some of the others were to blurry but some I could see just fine but the one that choose is the best one.
In this photo it is a man and a woman smiling and hugging I'm sure a lower shutter can handle this if he can but right now I don't see any problems that he could chance.
